Time-Of-Use Management (aka Schedules) is available in the app to control the on/off and consumption behavior of any connected devices based on time of day. There's two ways to manage behavior based off these times, either through custom schedules or an attached rate plan. The two devices that can be managed this way would be the Smart Plug and EV Charger. Specific details related to the behavior of each and this specific subject can be found on their respective schedules articles:

How to get to Time of Use Management:

From most screens in the app, you can tap the Management button on the bottom of the screen and then go to Time-Of-Use Management.

You can then select which device needs Time-Of-Use Management applied from the next list of connected devices.

Enabling Rate Plan Time-Of-Use Management:

Rate plan specific ToU will ensure that your connected device (Smart Plug and/or EV Charger) will only be turned on and consuming power during the lowest "times" based on your rate plan costs (i.e. "off peak" hours only). Details on how to connect a rate plan to a specific device can be found here. Once the rate plan has connected to the device, you can select the appropriate option to "Switch ON" or "Charge" during Off-Peak Hours (top option). If a rate plan does not have a specified ToU plan, or if a rate plan has not been assigned to a device, then the default of 8:00AM-8:00PM (weekdays) and 12:00AM-12:00AM (weekends) will be assigned.

Custom Schedule Management:

The key to having a successful scheduled cycle is to have both an "on" and "off" scheduled event.

From the TOU page, you can select Control using Custom Schedules, and + Add Schedule to create a new scheduled event. From the Schedule screen, you can select the time, repeat cycle (Every Day by default) as well as the action - either Charge State (for EV Chargers) or Switch (for Smart Plugs) - on/off.

Here is what the Control page for an EV Charger as well as the TOU page will look like in the app with a scheduled cycle to start charging at 10:00PM to 6:00AM every day:
